Decision Day: Feb. 3

It's not quite the Super Bowl, but Feb. 3 will be an exciting day for the Loudoun County Board of Supervisors.

The board's agenda for Tuesday is chock full of (fun to cover) important decisions.

Will the “supers” score a touchdown with Loudoun residents or fumble the ball.


On the list of things the Loudoun Times-Mirror is looking out for (in no order):


Broadlands Regional Medical Center/HCA hospital

The “hospital wars” will (hopefully) come to an end.

HCA has applied to the county to build a hospital at Broadlands, with a 164 beds.

Those for the hospital say the application helps address health care shortages in the county. Those against, say the hospital plans put it too close to the Inova Loudoun Hospital and argue that a better place for a new hospital would be on U.S. 50.

Previous action: The then-board of supervisors denied HCA's previous application for a hospital at Broadlands in 2005 – a 6-3 vote. HCA appealed to the county courts for reconsideration.


Redskins partnership

Two-year marketing partnership with the Washington Redskins was turned down by the board of supervisors in early December. By mid-December, board members asked for a second look at the football team's offer.

The cost of the partnership would be $100,000 in FY09 and $150,000 in FY10 with the option of building a Redskins hall of fame in the county.

After voting to reconsider the partnership, the board created a panel to look into the goods and bads of the teaming.

The panel forwarded its recommendation for approval of the marketing partnership earlier this month.

The four board members serving on the panel voted to recommend the partnership. One more vote gives the 'yays' a majority on the board.


Taxes

The board will also consider two tax rate changes. The county finance committee voted last week to recommend that the county keep the tax on aircraft housed in Loudoun at 1 cent per $100 assessed value.

The vote: 5-0, a majority of the board

At the same meeting, committee members voted to recommend raising the tax on hybrids and alternative-fuel vehicles from 1 cent to $1 per $100 assessed value.

The vote: 4-1 with Supervisor Susan Buckley (D-Sugarland Run) voting against.

The current tax rate on regular cars is $4.20.


Springdale Montessori School

Two Purcellville residents have submitted an application for a special exception to permit to use a 19th century house as a private school and care center.

The schools would serve up to 117 students. The property is approximately 5.9 acres in size and is located at 18348 Lincoln Road, Purcellville, VA in the Blue Ridge Election District.

Previous action: At the Jan. 12 Board of Supervisors public hearing, the Board voted 8-0-1 (Chairman York absent) to forward this application to its business meeting on February 3, 2009 for action.


Kincora/Route 28

The board will also take up a two-time deferred decision to either rezone the Kincora property or look into zoning changes at the Route 28 corridor.

The developers of the Kincora property, which sits near Route 7 between One Loudoun and the Dulles Town Center, are asking for a rezoning that would include a minor league baseball stadium.

Board Chairman Scott York asked board members to look beyond this one rezoning application to changing the footprint of the Route 28 corridor.

Currently, this area's zoning allows for office and retail building only. The board would look at rezoning it to mixed-use development, which could allow for residential building.

The Board of Supervisors voted unanimously to deny the application for a Motessori School in Lincoln. Supervisors said traffic and safety concerns were reasons why a school at 18348 Lincoln Road, Purcellville would be a bad fit.

HCA's hospital application at Broadlands lost the vote for approval by a 4-5 vote.

Supervisors for approval: Chairman Scott York (I-at large), Supervisors Jim Burton (I-Blue Ridge), Andrea McGimsey (D-Potomac) and Stevens Miller (D-Dulles)

Supervisors against approval: Supervisors Lori Waters (R-Broad Run), Sally Kurtz (D-Catoctin), Eugene Delgaudio (R-Sterling), Kelly Burk (D-Leesburg), and Vice Chairwoman Susan Buckley (D-Sugarland Run).

The tax on hybrid and alternative-fueled cars will go up, from 1 cent per $100 assessed value to $1.
The rate is still $3.20 less than what traditional car owners pay in the county.
The county board voted 7-2 for the increase.

Meanwhile, the tax on aircraft housed in the county will stay the same. The county Board of Supervisors voted 8-1 to maintain the current rate.
